I've never placed an ad using Facebook before and\u00a0received\u00a0this error on my first attempt. There are a\u00a0plethora\u00a0of reasons, possibly unrelated to Facebook ads, that could have caused this error message. Facebook makes it impossible to contact them regarding website issues.
