I could not complete the FFXIV quest 'Axe in the stone' until fiddling around with it a bit. If you click on the stones while you're close to them, the game bugs and you can't complete the quest, instead you will see an error message "Cannot execute at this time". So you have to click on a stones while you're far away from it, then while it's selected, run up to it, and then hit it.
