I've never placed an ad using Facebook before and received this error on my first attempt. There are a plethora of reasons, possibly unrelated to Facebook ads, that could have caused this error message. Facebook makes it impossible to contact them regarding website issues. It's seems like the best way to find a solution is to use the community forum and secondly the help center article directory.
