To automatically have your blog posts tweeted, you will need a Twitter account, a blog(with a domain) and a FeedBurner account.

Basically, we set up your FeedBurner account to read the RSS feeds from your Blog. We then use the FeedBurner 'Socialize' option to let Twitter read the feeds and tweet the blog posts. The tweets are composed of the post titles and their links.
